Memorandum

April 8, 2011

To:Local Presidents with TC Members

From:Bob Allen and Madeleine Bachand
Regional Representatives, NCR

Re:TC Bargaining

Notice to bargain was sent on behalf of the TC Bargaining unit, including members in the PY, DD, GT, EG and TI sub-groups, to Treasury Board on February 22, 2011.  The teams will be meeting shortly to exchange demands and commence bargaining.  In the meantime, we are building a communication network to ensure that our TC members are kept well informed as negotiations proceed.

Based on the Employers behaviour in the past, we fully expect this round of bargaining will be tough!  To be a success, our TC members will not only  need their inherent strength as providers of important public services to the Canadian people but as much support as our union can muster.  In this regard, you as a Local President will play a key role.  Putting TC members in touch with us, working with us to identify key TC workplaces and arranging access to these worksites for our negotiator so that she can have a better understanding of the important work that our TC members do on behalf of all Canadians are just a few of the things you can do to help secure a decent collective agreement for your TC members.

To find out more and to have your questions and concerns addressed you are invited to meet with members of the TC Bargaining Committee as well as TC activists who attended their Bargaining Conference
you are invited to attend a meeting on April 12, 2011 at the RA Centre, 2451 Riverside Drive in Room Courtside A beginning at 5:30 p.m.  If you have TC members in your local and they would like to attend, please encourage them to do so.

In the meantime, the PSAC has launched a series of videos entitled Keeping Canadians safe.  These videos portray our TC members speaking about the important work they do.  Feel free to share this with you members.

We look forward to seeing you on the 12th of April.  Should you have any questions or concerns, please do not hesitate to call us at 613-560-2565 (Bob) or 819-777-4647 ext 27(Madeleine).

Presidents Message                                              Thursday, August-19-10

Welcome Members of Local 70101 to your local website, we have a lot to offer here and I hope that you find the website informative.

This past spring we said a fond farewell to our past President now retired Douglas Saxon; 12 years at the helm of our local Douglas did a great job of representing members when needed.  He will remain in our history as one of the longest standing President’s in the history of our Local.

Your executive is here for you, to answer your questions and provide information on education and awareness.  You can also find that information here on the website.

The Public Service Alliance of Canada offers educational 2 and 3 day courses which you can take free of charge with accredited course instructors’.

The next round of bargaining for a new contract between PSAC and Treasury Board of Canada will be starting early next year.  As your representatives we are here to listen to what is important to you, and what you want to have brought up at the bargaining table.

In Solidarity

Presidents Report,

PSAC, National Component Local 70101

Library and Archives Canada

For the 2009 year,

 Dear Members,

Another year has come and gone, and so much has happened I’ll be happy if I can remember half of what went on. As usual it has been my very distinct pleasure to have served you all and I think we as a Local have made some headway in the communications with the membership by setting up a Web Site for you the members so we can have a central point where you can get all the information you need to know regarding the union and it’s affiliates (i.e. Canadian Labour Council, Provincial Federations of Labour).

We are also working very hard to have a complete and accurate Membership List, this is important for two reasons:

  1. One is so we can communicate by mail for those of you who do not have on line capabilities or for information which should not be communicated online.
  2. The other is the number of members who have not signed their membership cards, this means that the Local cannot get the dues portion which is allotted for every member who has signed their union card in the local, this is your money which we would be using to build up the Strike Fund so each member could get strike pay from both the PSAC and the Local. Usually we match as a local what the PSAC strike pay is, to enable you to be paid in excess $100.00 per day combining the two strike pays. Most locals can’t do that and some locals don’t pay their members anything to top up their Strike Pay.

We have also been consulting with the LAC regarding this Modernization initiative, and the effect it is having on our members with all the reorganization and budget cuts.

We feel from these talks, that the department is thinking seriously about using an alternate storage model (this is really looking for a Private, Public, and Partnership with one of the major storage companies). These PPP’s are always quoted as a cheaper way to provide the service than the Federal Government. But in a lot of cases they are only quoting the initial cost for storage without considering all the other costs associated with the initial cost to store the files/boxes and any activity it may have during the life of the material is extra. Is the average Canadian Citizen benefiting from this, I think not.

There will be many challenges in the next couple of years it is more important then ever that the Locals show unity with their fellow members, and to call the employer on every issue where our rights as unionized employees are being infringed upon. As Human Beings and Activists we must fight back, to ensure that those rights we and our predecessors have fought so hard to negotiate and keep, do not end up falling by the wayside due to apathy, and intimidation.

The other issue which ways heavily on the Local is the lack of support from the membership regarding being an active member in the Local, more and more the National Component is passing lots of work to us since they too are under budget restraints and we do not have the necessary volunteer personnel coming forward to cope with the work load we now have with the Modernization of the department. We will take anybody who wants to pitch in and help and has signed their union card and are members in good standing.

For sixteen years now I have been serving you the members to the best of my ability as your Local President. the experience has been invaluable and the members I have met through the years have enriched the experience even more. I will leave here with many fond memories and friendships from both sides of the fence.

I feel that I am leaving the membership in good hands, with David Cardinal, Harold Floyd, Maria Krawiec, and Doug O’Callaghan, these people are excellent members of the Local executive they have worked very hard over the last two years to built the Local back up, with out them I could not have built the local up to a point where we could stay out of receivership with the component. I am very grateful to these people for being extremely capable motivated and passionate in assuming their responsibilities as union leaders.

I would like to take a moment to thank Dora Winter for all her help, guidance, and friendship, particularly for sticking it out with me when there were only the two of us running the Local, it would have been very easy to have walked away, but no we persevered until we could get the Local back up on it’s feet. The dedication that Dora has demonstrated during her time on the Local has been nothing short of spectacular and I will be forever in her debt.

I would also like to make special mention of the union activists who took me under their wing and became my mentors. First and foremost Catherine Craig-Bullen who was a past president of the Local and I believe one of the founding members of the Local. Catherine taught me what was expected of me as a local president and how to deal with senior management. Catherine had the ability to provide a safe learning environment and put you at ease so any mistakes were used as a learning experience and I would like to thank her very much for that.

André Albert our previous Chief Shop Steward taught me all about the Union and the ins and outs at union functions such as Conventions, Conferences and Seminars as well as the politics of the union’s organizational structures and procedures. He introduced me to heavy hitters, like John Baglow, Daryl Bean, Nicole Turmel, John Gordon, Heather Brooker, and the list goes on and on, I am not trying to be a name dropper but these were the people I got to listen to and develop my own thoughts and feelings of what I could do as Local President and what the politics were all about.

Daniel Rondeau the Local Treasurer at the time was instrumental in teaching me about local finances and local bylaws, I could always count on Danny to let me know when I was about to do something wrong, and show me what should have been done.

The last of my mentors in the local and certainly not the least was Grace Grimes our local secretary when I first started she took it upon herself to introduce me to the other Labour movements such as the Ottawa District Labour Council, CLC. She had performed just about every job in the Local as well as many of the affiliates. Grace had a very motherly way of letting me know I was headed for trouble, and her wealth of knowledge was extremely helpful.

I would like to take this time to thank the Members, for their trust in me to do the right things while representing and over seeing the operations of the Local, I would also like to thank the component and the PSAC for their support particularly the unsung heroes, the Service Officers for their long hours and dedication to the membership, for without them we would be lost, we depend on them for so much.

It is of course with mixed feelings that I am leaving, I wish you all well in your future endeavors.

Take care all and have a wonderful Life.

Doug Saxon (soon to be a private Citizen.)

Hands off our pensions! The campaign has started

Louise Patrice and Madeleine LeMay as they ask members to sign the petition at Place du Centre There have been many attacks on our pension plan in the media recently.  These attacks often misrepresent the facts about our plan.  There is a clear agenda behind some of these attacks to scapegoat public sector workers. As workers who provide quality public services, we cannot allow them to divide working people and push everyone’s welfare down to the lowest common denominator. We are fighting against any attack on public services and defined-benefit pension plans. Here is how:

  • Play aPlan active part of this campaign. Go to meetings, visit information tables, sign the petition, volunteer.
  • Fight the myths about your pension plan with people you know.
  • Help improve retirement security for all Canadians.
  • Sign the online petition.
  • Participate in the public forum on pensions: Don't miss this opportunity to learn more about the CLC campaign for retirement security. It's on Tuesday, February 16, 7:00 p.m. at the PSAC, 233 Gilmour St. For more details, see the poster. Published on February 5, 2010.
